I write to strongly endorse Marsha Judkins for Mayor of Provo City. I have known Marsha for decades. I knew her as my student in BYU’s Executive Masters program. She was one of the best and brightest.
As a fellow resident of Provo, I have watched with interest her active engagement with the community, from the Provo City Library and Provo School Board to the Utah State Legislature. Her vision of city government as accessible, efficient and effective in meeting the service needs of all residents is right on target.
I have spent a good share of my professional life studying the financial affairs of local governments, including several years on Provo’s budget advisory committee. Marsha’s concern about the long-term fiscal health of Provo is also on point.
Determining the appropriate level of public services and the right mix of funding sources to pay for those services is challenging for every local government and Provo is no exception. Marsha has the clarity of vision to understand the needs, the humility to reach out for fresh ideas and expertise, and the political skills needed to build coalitions around promising alternatives.
